This mini racer CO2 tether car was produced by Scotty Hewitt, of CA, circa 2000. Scotty custom fitted a Gasparin G-10 (CO2) motor into a Matchbox No. 52 race car to produce this tiny functional tether car. The instructions require you to secure the suction cup by moistening slightly and then attach the cable.
The car should run between 10 and 20 laps depending on the gas charge, temperature, humidity, etc. Scotty noted, as a matter of interest, that the car will have traveled over 90 feet in a 15-lap run.
In the second photo of the bottom of the car you can see the tiny silver and blue engine driving the front axel and the compressed air storage tank in front of the rear axel. The filler nozzle exits the rear of the car looking like an exhaust pipe.
